The pass rate for the states that use the UBE have been astonishingly low. We have seen most UBE states in the 60 – 65% and lower range. Washington’s pass rate was 58.5%, North Dakota was 47%, Vermont was 61.3%, Iowa was 68%, New Mexico, 69%, Alabama’s pass rate was 42%. The UBE is not as easy as we might think it is.
